Transmittal 3 is effective for cost reporting periods ending on or after March 31, 2014. HFS was approved for Transmittal 3 on June 24, 2014 and the software will be released July 2, 2014.<\/p>\n<p>Transmittal 3 changes include:<\/p>\n<ul>\n<li>Instructional change on Worksheet A-2, indicating that lines 19 and 20 are not to be completed for purchases on or after January 1, 2012.<\/li>\n<li>Instructional change for Worksheet B and B-1, clarifying that negative amounts are excluded when allocating A&amp;G and Other Cost.<\/li>\n<li>Instructional change to Worksheet E, Part I, line 19 indicating that the sequestration adjustment is not to be computed where negative net reimbursement is reported on line 16.<\/li>\n<li>Minor description changes on the following forms:\n<ul>\n<li>S, Part II<\/li>\n<li>S, Part III<\/li>\n<li>S-1, line 13.01<\/li>\n<li>A-2, lines 19 and 20<\/li>\n<li>Worksheet B.
